Our District's Retiring House Representative

Bryan Starr believes in

Limited Government & Thriving Agriculture

Putting Our Farmers and Rural Communities First

Reduce Burdensome Regulations and Overreach

Government should stop micromanaging farms and start getting out of the way. Excessive rules on labor housing, pesticide/fertilizer use, and environmental mandates drive up costs without helping production.

Lower Taxes and Cut Costs for Rural Families

High taxes and rising expenses are crushing families across HD 18. From higher gas taxes to eggs at the grocery store, it just costs more to live. I am laser focused on the things we can do in Salem to save you money.

Protect Water Rights and Ensure Reliable Access

Water is life for our farms—whether irrigating berries, nursery stock, hay, or vegetables. Recent changes to water laws and transaction processes add uncertainty and fees that hurt small operations.

Empower Parents and Local Control Over Top-Down Mandates

Drawing from my 43 years in public education as a teacher, principal, and superintendent—including being named Oregon’s 2013 Secondary Principal of the Year—I’ll bring conservative principles to Salem to empower parents, and prioritize practical, results-oriented education for our rural kids. In District 18, our schools should prepare students for real-world success in agriculture, trades, and family businesses—not push Portland’s ideological agendas or burdensome mandates that waste taxpayer dollars

Meet Bryan Starr

Bryan Starr grew up in rural Oregon, spending his youth on friends’ and neighbors’ farms — helping with harvests, caring for livestock, and learning firsthand the grit and determination that defines Oregon’s agricultural communities. That foundation never left him.

Over a 43-year career in public education spanning eight Oregon districts, Bryan chose to serve ag-dependent communities, championing FFA programs and cheering on students at livestock judging, career development events, and county fairs. He knows what FFA builds — self-reliance, teamwork, and the practical skills that set rural kids up for real success in farming, ranching, and the trades.

Brother to Republican Senate Leader Bruce Starr, Bryan rose from classroom teacher to principal to superintendent, earning recognition as Oregon’s 2013 Secondary Principal of the Year. He finished his career leading Harrisburg School District from 2015–2023 — right in the heart of Oregon farm country — where he learned what every rural family already knows: one-size-fits-all mandates from Portland don’t work here. Managing budgets, navigating state policy, and fighting for local kids gave him the backbone and the relationships to be effective in Salem from Day One.

Educated at Oregon State, Portland State, and Lewis & Clark, Bryan brings the credentials, the common sense, and the deep agricultural roots that District 18 deserves. He’s not a career politician — he’s a proven leader who spent four decades putting Oregon families first, and he’s ready to take that fight to the Legislature.

“It’ll be an honor to serve in the footsteps of Rep. Rick Lewis!”

I’m Bryan Starr—lifelong educator, community leader, and conservative ready to represent District 18. Let’s protect our farms, reduce government overreach, and build a stronger future together.
